Is Universal Dashboard affected by this at all (if we are still using 2.9)?

Since UD runs as a PS module, if you update PowerShell 7.0.0 to 7.0.6 or PowerShell 7.1 to 7.1.3, you will be fine.

Windows PowerShell is not affected.
