I’m looking for a way to migrate from the MSI service to IIS. Is that supported?

If it’s on the same machine, stop the service or uninstall the service and then do the IIS install. PSU will look in the same places for the configuration files and database. You will likely run into permission issues so you will need to set them on the C:\ProgramData\Repository folder.
