Modify Job History Grooming Schedule

We don’t have a ton of utilization at the moment. At this point, less than 100 jobs per day. Can we (and is there any harm in) reducing the frequency of the job grooming? Could it be, for example, every 10 minutes instead of 60 seconds? @adam, is this reasonable/possible?

It’s currently not configurable but certainly something we can add.
