I am getting the following error compiling a number of applications in Visual Studio 2019 after the upgrade to PowerShellTools.2023.7.0

I am getting the following error:

C:\Program Files (x86)\Microsoft Visual Studio\2019\Enterprise\MSBuild\PowerShell Tools for Visual Studio\PowerShellTools.targets(14,5): error : Failed to build.

Reverted to 2023.6 and the problem goes away.
